Black Bear Season Expanded: New Northern Piedmont Zone Opens
Effective November 1, 2025
Virginia Department of Wildlife Resources expanded the black bear hunting season to include a new Northern Piedmont Zone for 2025, following bear population growth documented by trail camera surveys and nuisance complaint trends in Culpeper, Madison, Orange, and Rappahannock counties. The new zone offers a three-week bear season with a one-bear bag limit. DWR established the zone to provide regulated harvest that reduces bear-human conflict while maintaining a sustainable population. Hunters in the new zone must purchase a bear hunting license and tag.
Key Changes:
• New Northern Piedmont Bear Zone established for 2025: Culpeper, Madison, Orange, Rappahannock counties
• Season in new zone: 3 weeks in November; exact dates in 2025 DWR regulations
• Bag limit: 1 bear per season in the new zone
• Bear hunting license and bear tag required; available at license agents
• Hound hunting regulations apply in the Northern Piedmont Zone
• DWR will monitor harvest data to set future zone quotas

Striped Bass Ocean Waters: 18–28" Slot Limit Adopted
Effective January 1, 2025
Virginia Marine Resources Commission adopted an 18-to-28-inch slot limit for striped bass (rockfish) in ocean waters for the 2025 season, aligning with the Atlantic States Marine Fisheries Commission Amendment 7 implementation requirements. The slot limit replaces the previous 28-inch minimum in ocean waters and is designed to increase the proportion of fish reaching peak spawning maturity before harvest. Chesapeake Bay regulations have a separate framework coordinated through the Virginia Recreational Bay season. The one-fish-per-day bag limit in ocean waters is unchanged.
Key Changes:
• Virginia ocean waters: striped bass slot 18–28 inches replaces previous 28" minimum
• Fish between 18–27.9 inches may be retained (one per day)
• Fish 28 inches or over must be released in ocean waters
• Chesapeake Bay striped bass regulations remain under separate Bay season framework
• One striped bass per person per day in ocean waters; slot fish only
• Change implements ASMFC Amendment 7 management requirements for Virginia
